Abstract

The article highlights changes in the migration policy of the Federative Republic of Brazil during the period of independence and the stages of formation of the migration management system. It considers the theoretical foundations of the study of immigration processes in the context of state policy, the influence of which determines the dynamics of the scale, directions and intensity of migration. In this context, the overall objective of this study is to use dialectical and historical methods to analyse the transformation of Brazilian migration policy in order to understand the dynamics and historical evolution of Brazilian migration policy over many years. It has been established that migration processes, in terms of their content, causes and consequences, have sources and various forms of manifestation in almost all spheres of human and social life, and are studied in different contexts and at different levels. It has been determined that the main directions of Brazil's migration policy were: acquisition of Brazilian citizenship by origin, reduction of the number of illegal migrants, selectivity in the admission of migrants, restrictions on the use of foreign languages at the state level, attraction of foreign investors, skilled and highly skilled workers, general policy on asylum and legal migration. With the help of the historical institutional structure, critical features were identified that forced Brazil to change its approach and develop new instruments for citizens of MERCOSUR member states, such as the movement of citizens for the purpose of study, employment or recreation, and access to the labour market of member countries. It was concluded that it is advisable to take into account foreign experience in regulating migration processes in the formation and development of policy decisions on the further improvement of Ukraine's migration policy, which is of not only scientific but also practical interest.
