Some issues of coordination of executive authorities in migration sphere

The article analyzes the importance of interagency coordination among Ukraine’s executive authorities in migration management during wartime conditions. The full-scale Russian invasion in 2022 has caused Europe's largest migration crisis since World War II. Approximately 7 million Ukrainians have fled abroad, and over 4.6 million have become internally displaced. Massive migration poses risks such as population decline, labor shortages, and hindrance to post-war reconstruction efforts. The complexity of the migration situation has significantly increased the requirements for state management of migration processes, in particular for the effectiveness of cooperation between various state bodies, the state and society. In order to ensure a whole-of-government approach to migration management and achieve a synergistic effect of the activities of various departments in the migration sector, it is proposed to create an interdepartmental advisory body on migration issues under the Cabinet of Ministers of Ukraine, headed by the Vice Prime Minister, with the participation of representatives of government institutions, public organizations, and international partners. This approach aims to prevent duplication of functions, enhance control, and facilitate the analysis of migration processes. Experiences from countries such as Poland, Georgia, and Portugal illustrate the effectiveness of similar coordinating structures. Implementing this proposed mechanism would enable Ukraine to address complex migration challenges effectively, preserving and developing human capital and supporting sustainable development during the post-war period. Ensuring interagency cooperation will not only strengthen governmental capacity but also improve public trust and international support for Ukraine's migration policies, crucial in the context of ongoing war and future reconstruction.
