Особливості діяльності керованих мігрантами організацій (на прикладі українських вимушених мігрантів у Естонії)

Анотація

У статті висвітлено особливості громадських організацій, які створені та очолені українськими вимушеними мігрантами в Естонії після початку повномасштабної війни росії проти України, зокрема через два виміри – структурно-організаційний і функціонально-діяльнісний. Перший показав, що узагальнені ознаки не є універсальні для всіх організацій мігрантів, оскільки часто виникає гібридизація моделей, де новітні підходи поєднуються з традиційними діаспорними структурами. Більше того, новоутворені організації відображали сучасніші, більш гнучкі та адаптивні форми громадської самоорганізації з акцентами на мережеве управління, цифрові комунікації та прагматичний функціоналізм. Другий продемонстрував, що спектр напрямів діяльності об’єднань є багатовекторним, що створило підґрунтя для формування комплексної системи підтримки для новоприбулих. Така багатофункціональність обумовила інтеграційний ефект, посилила здатність об’єднань виступати посередниками між громадою та інституціями приймаючої держави. Визначено, що під поняттям «мігрантська громадська організація» слід розуміти інституалізовану форму об’єднання осіб, котрі були змушені залишити територію своєї держави та переселилися в  іншу країну, а її метою є колективне подолання викликів, пов’язаних із процесами адаптації та інтеграції до нових соціокультурних умов, збереження національної ідентичності, мовних та культурних практик, а також традицій та обрядів своєї громади. Виділено, що новоутворені об’єднання репрезентують специфіку волонтерського типу, для якого характерні гнучкість, адаптивність і швидке реагування на виклики кризового середовища. Також було відзначено про тенденцію поступової інституціоналізації, коли ad hoc ініціативи переходили до більш стійких і функціонально розгалужених організаційних форм. Розглянуто і виділено маркери для характеристики явища мігрантська організація як спільного підґрунтя для їх типологізації. У статті запропоновано типологізацію таких об’єднань, спектр якої акумулював різні види – від волонтерських, професійних, етнічних до мережевих, гібридних та політичних організацій. Обґрунтовано думку, що українські мігрантські організації в Естонії не тільки задовольняли нагальні потреби новоприбулих, а й формували ширші соціальні практики, які зміцнювали громадянське суспільство та сприяли інтеграційним процесам у приймаючій країні.
